"No one is suggesting tear down the Alaskan Way Viaduct and replace it with nothing. A combination of better transit, improved streets, and reconfiguring I-5 would improve mobility and open up the waterfront for billion$ less than the bored tunnel. Tear down the viaduct for safety reasons, improve streets and transit, then see if a tunnel megaproject is truly necessary."

See how I editted your words down to minimum? Good practice. The surface/transit alternative doesn't rule out an eventual cut-cover tunnel, incidentally the only sensible tunnel option. One-mile shorter, uses less concrete and recycles more, manages displaced traffic better, strongest rebuilt seawall, best park to Steinbrueck Park (no-traffic, just park), more jobs, etc.

Brad, the discussion about the bored tunnel has turned to its subsurface hydrological impacts. Underground water pressure increases above and beside the tunnel. This could producd surface buckling above and dangerous voids below. Underneath any building, the soil conditions are severely problematic for the bored tunnel. People just close their eyes to its many risks. Please make it an issue and discuss its poor engineering and environmental impact rather than cost overrun.
